Professional Valuation Activity in Ukraine: The 2025 Reform


Professional valuation activity in Ukraine underwent significant changes in 2025. According to Order of the State Property Fund of Ukraine No. 765 dated 26.05.2025, all appraisers were required to replace their existing qualification certificates with new ones by the end of the year. This became a key stage in reforming the industry.

Renewal of Qualification Certificates

  • Under the new rules, all old documents lost their validity as of January 1, 2026.
  • As of 02.01.2025, based on the official SPFU register, the number of appraisers with new certificates amounted to 2,746 individuals, including:

Conclusion

The 2025 reform became a turning point for the Ukrainian valuation community. As of December 31, 2025, there were several thousand appraisers in the register, but only part of them — 2,746 individuals — obtained new qualification documents. This created challenges for the market but at the same time laid the foundation for improving the quality of services in the future.
